At 7:00 President Kennedy addresses the American public, informing them about the crisis and his plans to implement a naval blockade.

Soviet ships reach the quarantine line. U.S. vessels come extremely close to firing at the vessels, but they turned away. If they were secessful Kennedy thinks that Cuba would have fired a few of the missiles they have.

After a U.S. aircraft is taken down, the Soviets demand that the U.S. not only make a public statement not to invade Cuba, but that the U.S also take down their missiles in Turkey.

A message from Krushchev is received that says they will remove their missiles from Cuba if the U.S. Is 100% sure that they will not attack Cuba. The production of the missiles continues.
