The north had feared the expansion of slavery.The south had wanted slavery to expand and did not agree with the idea that congress had the right to ban the expansion of slavery.The soulution to this conflict was that California was granted as a free state.Popular Sovereignty was created to decide whether slavery exists in Utah and New Mexico territories
