He decided that he was gonna write a document that states ¨ all person held as a slave withen any state, or designated to a part of the state, the people whereof should be in rebeillon agasint the United States, shall be then, thenceforward, and forever free.¨ This document didnt free all slaves but it did free slaves thats in a state but not under Union Control. It also allowed black soldiers to fight for the Union. -
