    James Madison, a leader Federalist agreed . He vowed that the first order of business in the new changes would be passing a Bill Of Rights guaranteeing that government could not do certain things. Enough trusted him to be let the constitution be rafted-for now. For the people the Amendments were made because the people wanted rules and equality from the law because not everyone agreed with the rules of the government.
