Britain and France are at war and America is supplying them both. To prevent this, each country attempts to stop America from trading with their enemy. In response to this, Thomas Jefferson put an embargo in place, which prevented America from trading to either country. This hurt America horribly, as the embargo absolutely decimated the income to the US. -

Both the British and French needed more ships in their seemingly never-ending war. This obviously did not make America very happy, especially after the Jay's Treaty. -

The British were not very happy with the fact that America was remaining neutral and trading with both them and the French. To try and stop this, they occupied American territory, which they promised not to do anymore in the Treaty of Paris. -
