    First Federal Law Passed Concerning People with Disabilities
    In 1798 the fifth congress passed the first federal law concerning the care of people with disabilities. This law allowed a Marine Hospital Service sick and disabled seamen.
  • Rhode Island Opened the First Public Special Education Class

    Rhode Island Opened the First Public Special Education Class
    Rhode Island was the first to open a public special education class. As teachers begin to realize that students had learning disabilities they referred them to special education classes as well as special teachers to teach them. The number of students with disabilities grew rapidly and by 1923 close to 34,000 students were in special education classes.

    Council For Exceptional Children
    Council for Exceptional Children was created by a group of administrators. First it was named International Council for the Education of Exceptional Children. In 1958 the name changed to Council for Exceptional Children. The main focus of this group was to help students with disabilities. This council worked with a variety of other professional organizations to make sure all teachers and education professionals are prepared to support the learning of students with disabilities

    National Association for Retarded Citizens
    The National Association for Retarded Citizens was founded in 1950. It's previous name was The National Association of Parents and Friends of Mentally Retarded Children. The purpose of this association was to promote the welfare of mentally retarded persons of all ages and to prevent mental retardation.

    The first special olympics game took place at Soldier Field in Chicago. A thousand people with intellectual disabilities from 26 U.S. States competed in track and field, swimming and floor hockey.

    Section 504 of the Rehabilitation Act of 1973 was the first disability civil rights law in the United States. It's purpose was to prohibit discrimination against people with disabilities in programs that receive federal financial assistance, and started the enactment of the Americans with Disabilities Act.

    Education For All Handicapped Children Act
    Education for All Handicapped Children act required all public schools accepting federal funds to provide equal access to education and one free meal a day for children with physical and mental disabilities.This act also required that school districts provide administrative procedures so that parents of disabled children could dispute decisions made about their children’s education.

    Americans with Disabilities Act
    This act state that persons with disabilities have the same rights as everyone else. This act was signed into law by President George H.W. Bush and was later amended in year 2008. It's main purpose is to prohibit discrimination of people with disabilities in the workplace, in schools and public transportation.
