The Florida Justice rules that all hand coounts of the three counties, must be included. -
Bush's Lawyers Appeal.
Bush's lawyers appeal and say that the state effectivley rewrote elections statutes, after the vote. Miami-Dade didn't have time to get their manual recount in by Nov. 26, so they canceled it. -

Bush is declared winner in Florida by Harris, with 537 votes of lead. -
