This occurred after Lincoln's assassination, it was the make up of the lenient version of Reconstruction after the civil war, as well as concerning Lincoln's 10 percent plan which states that the Confederacy could readmit after 10% of their voters swore to oath. -

Johnson vetoing this bill exemplifies his racism...he was determined to prevent African Americans from becoming citizenship. "all persons born in the United States...of every race and color.." -
Welcoming the 14th Amendment
Because a bill can be overthrown, Congress worried for the survival length of the Civil Rights Bill which they further passed as an amendment (permanent) as a result of Johnson's veto. -

Andrew Johnson's swing around the circle attempt was to gather and convince voters to elect democrats back into office, which was viewed as bias and insignificance. During this journey, he also proceeded to diminish the name of Radical Republicans by calling the "dis-unionist" -

The Tenure of Office Act is basically permitting the presidents ability to choose and dictate who is in office, that will in fact be broken and will contribute to his impeachment. -
AJ's act of treason
With Johnson's former Secretary being a supporter of the Congressional Reconstruction, he makes a conscious decision of suspending him for Grant. Which will be a form of treason because he violates the Tenure of Office Act. -

Johnson was being charged with 11 crimes, but the most significant involved his violation of the Tenure of Office Act in which I mentioned early. He attempted to select a new Secretary of War.
