Sparta's Laws
Sparta develops laws for its (VERY) millitary based city-state. The laws told the citizens what they could and couldn't do (obviously) and the punishments. Spartans didn't bother to keep track of any of the laws because they became a basic part of life in Sparta and everyone just remembered them.
