    The British kept taking and seizing U.S. ships they had taken more than 15,000 sailors during there war with France. They then declared war on the British for taking there ships.

    Washington’s Proclamation of Neutrality
    To avoid being in war with France he wrote the Proclamation to show that he didn't want conflict with them he also wrote that they would no longer assisted either of them during there war so that they wouldn't get into war as well.

    This was a treaty that stated that British would move out of the northwest they would stop seizing American ships as well as they would pay back all the losses they had from these attack.

    A British crew called leopard Pursued attacked and came upon an American ship called the Frigate USS in order to look for traders of the Royal Navy.

    This convention went over many things such as stopping the three fifths compromise, ambition of new states, declarations of war, and creating new laws on restricting trade.

    They fought to show there declaration to the British of the new territory and they won. The British had been trying to take over important ports to the Americans.
