Ratification Failure
Bewteen the years, 1789-1791 only six states ratified this amendment: Maryland, North Carolina, South Carolina, Vermont, Virginia, and Delaware. Ten states are needed at this time. -
Proposal
The First Congress proposed twelve amendments and the 27th was one of them. These were wanted by the anti-federalists. -
Ohio
Ohio ratified the amendment during this time because Congress tried to raise congressional salaries by 50%. -
TIme Limit
During this year, a time limit was added to the ratification of an amendment. The Archivist of the United States notifies each state when a new amendment has been proposed. -
College Paper
Gregory Watson, an undergraduate student at the Universtiy of Texas wrote a paper on the proposal of the 27th Amendment and how it had been forgotten. This started a campaign by letter-writing to all state legislature. He also claimed the amending process was very out of date and did not include the most important thing, the people of the United States. -
Upset People
People began getting upset with their congressmen for continuely giving themselves pay raises and ignoring the proposed amendment. -
Wyoming
Wyoming ratified this amendment shortly after another attempt by congress to give themselves pay raises. -
Ratification Completion
Following Watson's campaign Maine was the next to ratify. Many other states followed suit until 38 had ratified the amendment. -
Confirmed
Archivist Don Wilson confirmed this amendment after Michigan became the 38th state to ratify it. -
New Bill
House Rules Committee proposed a new bill stating that a payroll administrator would with hold Congress' pay by April 15, 2013 if they had not developed a fiscal budget for 2014.
