Proposed
On September 25, 1789 the 27 amendment, along with 11 others get proposed. Only 10 of those will be ratified and become the Bill of Rights in 1791, however the 27 amendment will take 202 years, 7 months, and 10 days to become ratified.

Maryland
Maryland was the first state to ratify the 27 amendment on December 19, 1789. -
Coleman VS Miller
In the court case Coleman VS Miller, the court ruled that if the amendment has a unspecified date, then the state legislatures could approve or disapprove the amendment at any given time. -
COLA
COLA is the cost of living adjustment, which allows salaries to keep pace with inflation. This allows for instant increases in salaries, the 27th amendment was found not to have any control over this. The supreme court refused to hear any cases over COLA on the Congresses salaries. -
Gregory Watson
Gregory Watson is a college student who actually wrote a paper on why the 27 amendment should become ratified for his government class. His teacher at the time only gave him a C, which lead to him to launch a national campaign to complete the ratification. -
Ratified
Thanks to a college student, the 27 amendment got ratified on May 7, 1992. Michigan was the necessary state for them to get 38 states to ratify this amendment. -
Congress finding out
Senator Robert Byrd of West Virginia yelled at Wilson for making the amendment very clear without congressional approval. Byrd was in favor of the amendment but he was upset with Wilson because he had deviated from "historical tradition." Meaning before this amendment was ratified you always had to go through Congress so they can verify it, but Wilson did not do this. -
Nebraska
Nebraska is the last state to ratify the 27 amendment in 2016, but many people believe that Illinois was the last state. -
Not ratified
There are still four states who have not ratified the 27 amendment, those states are as followed: Massachusetts, Mississippi, New York, and Pennsylvania. -
Congress pay
In 2019 Congress gets paid $174,000 per annum. Thanks to the 27 amendment Congress won't be allowed to raise their pay, they truly be paid $174,000.
