Ulysses S. Grant was chose to represent the Republicans for the next election. He ended up winning but only by a very little margin. In order for the Republicans to stay in power they knew that they would need the African Americans votes from the northern states. -
First Meeting
While Congress debated the newly proposed 15th amendment 150 african american males, from 17 states, met in Washington DC for the blacks first national convention. Frederick Douglass was elected the president of this convention. -

Congress approved an amendment wich states that in order for Missisipi, Texas and Virginia to return to congress they must ratify the 15th ammendment. -

Georgias Turn
The Reconstruction Bill of Georgia forced Georgia to Ratify the 15th amendment before being reseated in the house. This was passed by the Senate on the 17th, House on the 21st and signed by Grant on the 22nd. -

The 15th Amendment was rattified by 29 states. The majority that was needed to ratify this amendment was 28 states. -
