    The Constitutional Convention had reached a compromise for determining the number of representatives each state would have. It was called the three-fifths compromise. In section two of the 14th amendment, the law was removed allowing freed slaves to become citizens.

    The civil war ended on May 9th, 1865. More than 3 years later on July 1868, the 14th amendment was passed. The 14th amendment states that every person born in America was protected.

    Congress does not have the power to regulate the private conduct of citizens but it can regulate actions by state and local governments. The have the authority to stop or resolve violations.

    Indian Citizenship Act
    Native Americans were not granted citizenship by the 14th amendment because they were under jurisdiction of the tribal laws. It was not until 1924 that congress passed the act which allowed the Native Americans rights.
