    The Emancipation Proclamation was issued in 1863 by President Abraham Lincoln. All persons held as slaves within any State, or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free. This did not end slavery though it only slowed it down in some parts of the United States.

    Even after the amendment was passed some states made it a law that slaves were still able to be kept. They would punish slaves with outrageous crimes and then they could use them as slaves again.
