First Special education school in the US
First school for the education and deaf and mute opened in Connecticut. Gallaudet opened the first asylum for deaf and dumb in Hartford, CT. These asylums had special education programs and by the mid of 19th century, many such asylums had SPED programs. Rhode Island passes a Law
Rhode Island passes a law that all children should receive an education and government must provide it.This was FAPE in its elementary form. While many later laws were based on this, it may not appear so when RI first passed this law. Zero reject also later originated from the concept of compulsory education for all. -
School for the Deaf and Blind is opened
The first such schools opened in West Virginia in 1870. First people were not sure how one school would serve both disabilities but as enrollment grew, it became apparent that there was a need for this. in 1934, Helen Keller studied at the same school. -
American association for IND
American association for intellectual and development delays is formed. This was a major achievement because intellectual and developmental delays cannot be physically seen and hence such things were often ignored or treated as something other than ailment. Autism is introduced
Autism is introduced by Dr. Kanner in John Hopkins university. It was based on a letter received by Dr Kanner by Donald's father who described his child in great detail noting things as spinning, living in his own world. happiest alone and oblivious to others. This is when Kanner's doubts about autism were confirmed. -
Brown vs Board of Education
This important case rules that separate but equal has no place in education. The case set the precedent for future laws making it clear that while equal may sound good, it is the separation that makes it impossible for all children to receive education and especially quality education. Separation is what makes a black girl walk miles from home to receive education when a white school is just next door. -
Special education programs start
Most states start establish SPED programs. Multiple funding laws were passed in many states to focus on education of children with special needs. -
FAPE is establshed
PARC wins and FAPE becomes law in Pennsylvania. -
Mills vs Board of education
Mills sues on behalf of 18000 disabled students who were denied public education. It was initially started by 7 students with behavioral problems who were denied education in public schools. This case laid the foundation for IDEA and section 504. -
Rehabilitation Act
The RA prohibits exclusion of disabled children from programs funded by federal government. This also essentially defined 504 accommodations to make curriculum, buildings, programs and activities accessible to all.
