Political Changes
Under the vision of the government Kenseikai and Seiyūkai placed a law of universal suffrage in Japan of 1925. The new law destroyed a tax qualification for voting which the electorate from three mil to twelve and one half mil grown men. A universal suffrage was created in late 1919 by Kenseikai, the Seiyukai involved themselves in the suffrage after 7 years rejecting it; they finally accepted it in 1924. "This article explains stages whereby these parties became committed to the legislation." -
Difficulties Japan Faced
In February of 1917 French leaders approached Japan offering their help to intervene in Russia. With much thought Japan kindly turned down the offer, but in 1918 of February the imperial Japanese Army and Ministry formed the Siberia Planning Committee. This committee was formed to explore the chances of freeing themselves from any kind of conflict that in the future they may have with Russia. In order to free themselves they would try to detach Siberia and form an “independent buffer state." -

The Great Kanto Earthquake
Eighteen years before entering WWll a massive earthquake struck Tokyo, following with a 40 foot tsunami, wildfires burning wooden homes down in the Yokohama city, and “dragon twist.” These freak events killed around 140,000 people including “nationalists and racist passionist.” The conclusion of these events lead to an immense increase of democrats and a military expansion. -

As world economic began to go into the great depression nationalists slowly began to take over Japan. These nationalists wanted to keep hold of the traditional ways of Japan and to due away with any kind of Western Influence being given out.
