est. by London merchants. They relocated their council to America from England making themselves more self-autonomous and self-governing than other settlements. -

When government limited the Immigration of foreigners, leading to more foreigners going out than in by 1931. Despite pluralism/multiculturalism movements, this continued for a long time. This caused ethnic groups to form, as well. -
